The C-51, the West Palm Beach Canal, runs from the lagoon west to the water conservation areas, and its fresh water enters the lagoon through the S-155 spillway at the Lake Worth Beach line at the south end of the city. Bulkheads line 81% of the lagoon's shoreline. On the west side of the lagoon, the water from the port's turning basin south to a mile below Peanut Island is a year-round idle-speed zone, from there to the Flagler Memorial Bridge it is slow speed, south of that there is a 300-foot shoreline slow zone, and the C-51 east of US-1 is slow.

Every dock in the city sits in one of those zones, so nothing scrubs a hull between trips. Near the port the water is salty and the props, shafts and rudders grow hard barnacles; down toward the spillway it is fresher and the growth turns to slime and waterline algae. We clean every 30 days and record what the water is doing to each boat's zincs.

El Cid Historic District, bounded by Flamingo Drive, South Flagler Drive, Dyer Road and South Dixie Highway, has docks along Flagler on the lagoon, and Prospect Park and Southland Park continue south along the same shore. Northwood Shores covers the north end. The City Docks downtown are free for non-commercial boats from 5 a.m. to midnight, first come first served, with room for about 48 boats, and the boats that tie up there overnight are on our list too. With 81% of the lagoon bulkheaded, an El Cid or Northwood Shores lot is a seawall with a dock in front of it, and both sit in slow water where oysters build up undisturbed. We clean pilings without pickaxes or chisels and inspect them bare. A seawall inspection is $250 for a home and $350 for a multi-family or commercial property, includes the lender-required documentation, and cracks are filled all the way through with custom cement tubes, quoted free in person.
